Recommendation Pursue both — but air pollution is the urgent blind spot. 3x death burden + zero revenue loss makes it politically easier. Use tobacco tax revenue strategically (৳200 Cr/yr) to fund air quality monitoring & industrial regulation. The revenue shouldn't drive health policy.
